The PPA board consists of 16 directors. 14 directors are elected for 2-year positions in staggered terms (7 in even-numbered, and 7 in odd-numbered years) as well as 2 directors appointed annually (one from the business community and one who is a university student). Any adult resident, property owner, business owner, or business lessee in Prospect Park is eligible to run for an elected position.

All PPA meetings are open to the public.


PPA BOARD ELECTIONS Background:

As announced in 2021, PPA moved board member elections to May in order to take advantage of the first city-wide neighborhood organization election made available by Neighborhood Community Relations (NCR). Participating in the city-wide election date will bring greater attention to our neighborhood board election, giving more neighbors the opportunity to participate as candidates and voters. The City of Minneapolis will help promote neighborhood organization board member elections held on the city-wide date. 

PPA board member terms conform to the city-wide neighborhood elections in May of each year beginning in 2022 and coordinated by the City of Minneapolis Neighborhood Community Relations (NCR) department.
We are excited to partner with NCR for the PPA Annual Board Election. At the June, 2021 Board/Community meeting the PPA Board unanimously passed a resolution, reviewed by PPA's legal counsel, to move our regular Board of Directors election to May from September in order to participate in NCR’s city-wide election date. NCR will provide their resources to publicize each neighborhood's election. This will help PPA reach more Prospect Park residents and ensure greater community engagement! BYLAWS

PPA Bylaws proposed as of June 7, 2022 (to be voted on August 22, 2022) PPA’s Board of Directors will vote to adopt these new bylaws on August 22nd 2022. Read the proposed new bylaws, including descriptions of major changes. PPA’s proposed bylaws were reviewed by Birken Law, a firm specializing in nonprofit law, and meet requirements established by Neighborhood Community Relations (NCR) for neighborhood organizations.

Note: Before being incorporated as a non-profit in 1980, PPERRIA had a 40-member "Council" that had the advantage of ensuring broad participation across the entire neighborhood. These "council members" were signified as "board members" after the incorporation. 40 members constituted the PPA Board of Directors until September, 2016 at which time the change was made to reduce the number to 16 over a two-year transition period: in the 2016-17 year: 27 members; 2017-present: 16 members. Beginning in 2014 a two-year debate to change the by-laws to reduce the number to 16 was repeatedly rejected on the grounds that we were not a non-profit but rather a neighborhood organization and that broad representation was a benefit; nevertheless the counter argument finally succeeded through repeated by-laws change meetings that asserted that meeting quorums would be easier to assemble, and no other non-profit boards maintained such a large number of members. Of course reducing the number ironically coincided with the City's requirement to ensure diverse representation which has now become more difficult with a smaller number of board members. Further, the board has experienced the same percentage of meetings lacking a quorum as before, thus demonstrating a well known statistical principle in mathematics.
